Again, let's follow my favourite procedure, POE.

Let's see the original sentence: A recent report shows that there are more than 3 times as many X underlined text etc etc. Idiom usage: as many .... as. The answer choices must contain as. What is being compared : households.
A. Idiomatic exp correct. But "as many as.... compared to" - Incorrect.
B. Idiomatic exp correct. - Right choice.
C. Idiomatic exp correct. "whose" does not go with households - Incorrect
D. Incorrect idiomatic expression " as many .. than"
E. Incorrect idiomatic expression " as many .. than"

I think B is the right answer.

I also with B. I chose C but "those whose" = "households whose" sounds incorrectly.
