B & E Modifier problems

A "considered as a delicacy fit for a gourmet" sounds awkward

D japanese dont consider it as a delicacy virtually unavailable outside Yokohama. they just consider it as a delicacy, which is virtually......

I could figure out the modifier problem in E..

What is the modifier problem in B???

It is the green tea and not the brown rice which is unavailable outside Yokohoma.
