Look at the non-underlined part for clues:
,_______________ is cultivated in China as part => From this usage it is clear that we need a subject for the action verb "is cultivated "(what is cultivated) . Definitely the substance is not cultivated, neither is the derivative cultivated => A, B and C out. D is just absurd as that is used to modify patients ...
E is the obvious winner.

If there were no "is" in the original sentence, the usage would be correct The substance derived from grass cultivated in china => here cultivated in china is modifying the noun (grass). But you cannot say, The substance derived from grass is cultivated in china => Incorrect. This says "The substance derived from grass" is actually cultivated => something that is absolutely absurd. The substance is not cultivated, the grass is cultivated. Crick

A simple way to look at this question is to ask: What is cultivated in China? Possible answer: 1) Periwinkle 2) Substance Logical answer is Periwinkle. I still don't like the question because there is some ambiguity. For example: Marijuana is a substance and Marijuana can be cultivated. Although the actual drug is a derivative of the plant, or so you can argue.

The original sentence sounds like the derivative itself is cultivated in China! ruling out E, which changes the intended meaning!

Please clarify these doubts. Hi Shikhar- Why don't we break the answer choices one by one and then zero-in on the best choice? Lets come to option A- If you see the words marked in red- We cannot make out what these words are modifying (ambiguous) Now option B- Just by looking at it you know the construction is wrong Option D- The use of that is ambigous here. Otion C- The thumb rule is 'which' must refer to the noun preceding the comma. In this case it looks ambigous Option E- This fits best and also the sentence is more meaningful when compared to option C
