I think the answer is B as it is clearly stating what 'it' signifies here ie the temperature between now and 10 yrs ago

look, here we are comparing temperature, right?
the temperature now is 5 degrees higher than the temperature was 10 years ago.
We just replace 'temperature' with relevant pronoun 'it'

Another point to add here is that comparison is kind of parallelism and therefore, two comparing items need to be in same structure. in "B", adding "what" breaks the structure. So "A" is correct.
