A year after the start an experiment to decrease crime in two high-crime subway stations by the installation of closed-circuit televisions, the experiment is being discontinued, city officials say the program has led to an increase in crime, citing the fact that following the installation, both stations showed increases in the number of crimes reported.

Something wrong with A. I don't quite get the meaning....seem none of the other four choices is the answer...

I vote for (C).

It's not that more crimes were committed, but that the number of crimes were more accurately counted.

I choose C because it explain why there is a higher number of reported crimes. Therefore it introduces some evidence to weaken officials' claims.
