If you are going to conjunct with the co-ordinate “ and “ , then you have to have a full fledged independent clause in the second part with at least a verb and C is the only one with an independent clause in the second part. So C is the right fit

So C is the right fit I wonder why they called it 600-700 level because " is believed to be" is something which can be read anywhere from newspapers to magazines. You don't have to be grammarian to answer C.

my take is C. in my point of view A is nonsensical. B, D and E have pronoun referent error, correct me if i am wrong

If the underline portion includes the comma, then the answer would be c. If it does not, then? I would pick d.
