hmm not sure, A or E.

I am leaning towards A. more than ----- than --- looks fine to me.

Problem I have with E is, education charge tuition and charging are NOT parallel.

A is missing in this construct

as many which is not complete. You need "as many...as"

"that" is also having an antecedent problem

Would have selected D if it had been "as those that charge".

The idiomatic form is 'as many x... as y...'. D is missing the noun/pronoun at y.
