i think it's C too...but can anyone explain why the OA is D?
I believe this is an error in the OA again.

prominently - is an adverb and should be close to the verb it modifies.
C is out for this reason.

i was between C and D, it was a close call. I believe prominently is adv.
But in D:
failure to advertise as prominently....as.... (advertise what as prominently?) There is only one VERB here anyway so it definitely modifies advertise.
in C:
failure to advertise the highest price as prominently as the lowest... (advertise what as prominently? oh...the highest price as the lowest price)
I think C is clearer but D, I cant say it's grammatically wrong too.
