Comparing the goal of owning a house, so its E i.e., owing a house is still a goal of a majority of young adults, as it (goal) was of earlier generations.

If you see this way then whats wrong in A??
According to a recent poll, owning and living in a freestanding house on its own land is still a goal of a majority of young adults, like that(goal) of earlier generations.
The subject here is "owning and living in a freestanding house on its own land" - a gerund phrase.

I thought "that" also refered to "goal" and not the noun phrase, but got question correct because of "like", which should be followed by a noun and not the clause... "as" should be followed by a clause (answer E)

Yes E is good.
'as' is required here and not 'like'.

This is also true: "Like" is used to introduce a phrase and "as" is used to introduce a clause
