IMO D

A,B,C - plural verb (have) for a singular subject (number)
D - seems fine
E - singular verb (has) for a plural subject (numbers)

Option D.
In A,B and C,SVA is violated.(Singular subject 'avg. no. of days'-plural verb 'have')
In E,numbers is incorrect.

I believe that the answer is-the average number of calendar days in a school year across the fifty states has increased

Answer is D-:
Becasue the number of calendar days is the subject & is singular therfore the verb also needs to be singular i.e has.
