Are you sure that the underlined parts are correct. I think that the word "equivalent" is also part of the sentence that needs to be correct? Please confirm.

My choice is B. But E also sounds ok for me. Can some one point out the flaw in E?
Also, plz correct me if I'm wrong with my choice.

I will go with E, " many" is the correct usage for people...

I am between A and C but finally I chose C coz we only compare two similar things, in this case 80 million people with students

E FOR ME.
"nearly eight million people" is supposed to be comparable with a certain number of peoples enrolled in the nation's four-year colleges and universities.
In the (E), we might be able to replace "a certain number of people" above with "as many". Plus, the second "as" of the "as many as" can be defined as relative pronoun. Therefore, sample (E) is an clear answer.

I think it is A. What is the correct answer ?
My guess of How A :
By POE : In options B and C, usage of those is referring to the students not to number of students.
We are left with A, Dand E.
Consider D:
as many as the enrollment of - we require a "to" and "enrolled in/enrollment of" whihc is not the case in D.
As many as - is for the countable - enrolment is not countable, number of enrolled is countable ! Therefore this is out.
Consider E : seems to be lacking a reference to the number of enrolls.. especially "as are" is skeptical.
What is the OA ?

as many as refers to the countable noun (8 million people)
statement is in active voice, therefore enrolled in.
Hope its correct

The problem with the word equal or equivalent is in its meaning. Equal is a term the denotes all round similarity both in quantity and quality. It is used for an amalgam of several features and not just when one or two attributes are compared between two things. If we say that Roosevelt was equal to Lincoln, we mean to say that Lincoln and Roosevelt were equally similar in many characters such as dynamism, respect to humanity, reverence to democracy, statesmanship and so on. The word equal can rarely denote material equality alone. That is why the terms, equal or equivalent is slightly out of place in this context, where we just comparing the number of enrollments by two bodies. A, B and C, therefore, fall back due to improper diction. Between D and E, In D, 'as many as' and' the enrolment of' do not gel; so E.
