correct comparison is 8 million people to the PEOPLE... not enrollement

A. people vs. enrollement

B. people vs. equivalent

C. people are equal

D. people vs. enrollement

"equivalent" and "equal" not used for countable things. "as many as" is good.

I think E is the only choice that properly makes the comparison to the people.
