I think this study is published later. So, past perfect tense makes sense here.
Well, even I marked A by PoE and consider the above point to zero-in on A.

I think the use of the past perfect tense is not related to the verbs "published" or "born". The people "had suffered" depression by the age of ..., or before becoming..., or by the time... six percent "had become depressed" by age...
They become depressed before becoming "so many years of age".
I had grown 170 cm before my 17th birthday.
I had grown 170 cm by the age of 17.

What is the shortest way to identify the correct answer in this one? All the alternatives were very different and without a careful reading and elimination of options, it is just impossible to arrive at the OA

I think that Past Perfect is not needed, but htere is no better option than A.
