According to a survey of graduating medical students conducted by the Association of American Medical Colleges, minority graduates are nearly four times more likely than are other graduates in planning to practice in socioeconomically deprived areas.
(A) minority graduates are nearly four times more likely than are other graduates in planning to practice
(B) minority graduates are nearly four times more likely than other graduates who plan on practicing
(C) minority graduates are nearly four times as likely as other graduates to plan on practicing
(D) it is nearly four times more likely that minority graduates rather than other graduates will plan to practice
(E) it is nearly four times as likely for minority graduates than other graduates to plan to practice

i have doubts on A, C and D 
C for me, however i feel that the sentence should be "X is more likely than Y" but we should use the idiom : to be likely to
so C for me
by the way i just found the link to a big discussion about it

Remember: "as likely as" is always used to compare things at the same 'level'. "As likely as" is kinda typical in that sense...you can have "4 times as heavy as", "4 times as long as" and so on...but not "4 times as likely as". It has to be "4 times more likely than". Just a minor quirk.

A- Wrong-'are...more likely...in planning'.
B- Wrong-Dangling subject. If we examine 'Who Plan' it modifies 'other grads'. So what will the 'minority grads do?'
C- 'as likely as' sounds OK.
D- Wrong-too wordy
E- Wrong 'it is ...as likely for grads than other grads'. Non-Parallel. Should be 'it is ...as likely for monority grads than it is for other grads' would be a better idiom.
C looks good.
