any specific reason for "c" i have a doubt b/w B and C or is it idiomatic to say so..?

B: more likely than .....to do what?! The abrupt "who" interrupts the flow of meaning.
We need to keep the idiom "likely to ....."
--> eliminate B.
C stands.
