My choice is C.
There are three things to observe here:
1. The idiom - as likely as vs more likely than - as likely as is correct.
2. Comparison - comparison is between minority graduates and other graduates (not other graduates who plan....choice B is wrong).
3. Usage - plan to practice vs plan on practicing vs planning to practice.
I am not very sure which of the three usages if the correct one.
Also, when we are saying 4 times..isin't more likely than the correct usage??

'more likely' as the probability is 4 more times.
As likely would be used only for "at par" comparison.
B would not be appr. because of missing 'are' after than.

Is it appropriate to say "four times AS likely"? What does it mean?
Is it a comparison? If yes, it should be "four times MORE likely", shouldn't it?

If you are correct , then Option B has "more likely than"
BUT
it also has a "who" that changes the meaning !!

it does not change the meaning of the sentence.
The sentence has a subordinate clause that goes on without reverting back to the main clause. Who simply restricts the graduates. It creates an incomplete sentence in this case.
Minority graduates are nearly four times more likely than other graduates (who plan on practicing)......

i had zoned in on C, but chose against it because I thought that "four times as likely" changed the meaning ... thought we needed four times MORE likely
