what is the OA. yes it is correct

I think C is also correct because of the idiom "X times as likely as Y to"

Tough one. I'm going for D, trusting my ear and the "more likely to" idiom. But I guess C looks okay too. I'd like some further explanation on why C (if C is indeed the OA).
