The error in reasoning of the author is that "all" suntan lotions will have to be applied the same way. Therefore, according to him, it does not matter what the strength of the lotion is. But is that right? Does it not make sense that a stronger lotion may not be required to be applied in the amounts that a weaker lotion would be required to and also not applied as often as the weaker lotion? If the answer to this is "yes" then the answer clearly is D and not C. C seems to be more of a flaw than an error in REASONING.

It breaks down the argument's error and makes sense the most: just because you need to apply it more than once doesn't mean that all SPF is the same.
