An alliance b/w... would enable customers to receive internet data over regular tel lines AT SPEEDS MUCH HIGHER THAN ARE currently possible.

A. wont work - use of is to refer to plural speeds.
B. Use of 'than are' takes it out.
C & D. Out as well.
