C sounds clear and best.
'According to interstudy' should modify the beginning of the underlined part. A and D are out
B - "being profitable" is awkward and "percent would be this year" is unclear in what it is referring to.
E - Awkward phrasing " HMO’s last year were profitable" and "whereas they" draws illogical comparison

C for me
(A) (B) (E) use of "they" - unclear
(C) only 36 percent of the nation’s 607 HMO’s were profitable last year; it estimates that this year 73 percent will be
(D) it estimates 73 percent of the nation’s 607 HMO’s would be profitable this year; last year that was only 36 percent
In D I think that we are missing "that" for the sentence to be correct : "it estimates THAT 73%...."

C.
It is not clear whether the "they" in A, B and E refer to Interstudy or the HMO's.
C is more clear than D.

yup got C.
According to and estimate together is redundant in the same clause.
so A, B and D is out.
in E the use of they is redundant.
so C is the only other choice. the use of ; in C is correct.

Interstudy is an organization of some sort, therefore the correct pronoun restatement must be it.
Between C and D, D incorrectly uses the semicolon, not to mention distorts the SVO word order.
Choose C.

(C) only 36 percent of the nation’s 607 HMO’s were profitable last year; it estimates that this year 73 percent will be.
I don't see any other answer choices close but to me C seems incomplete.
The second clause:
it estimates that this year 73 percent will be.
isn't it missing something at the end..?
for example, it might have been better if it was:
it estimates that this year 73 percent will be profitable.
or
it estimates this percentage to be 73% this year.
At first glance I crossed C for incompleteness. Please suggest if there is any rule for these ommisions.

Indeed C.
They in A, B and E are too ambiguous.
would in D is wrong.
