I'd choose E
After "According to Interstudy,...," just "only 36 percent " from choices C and E fit. Using "they" or "it" from choices A,B and D is redundant
The "it" from choice C is totally lost.

Answer: C.
Study is done by Interstudy which is singular.
So A,B & E are out.
D is awrong coz, "it estimates" can not follow after starting phrase: according to study.

Can we connect a independent clause and a dependent clause " without" a subordinating conjunction.
Independent : According to Interstudy, only 37% of HMO's were profitable this year
Dependent : It estimates that this year 73% will be
My solution would have a subordinating conjunction somewhere.
"whereas" is a subordinating conjunction..and to me ..it appears ok..though i would like to see a better construction than that
It is not likely that such a poorly worded question would be on the GMAT
Mystery, whats the source of this SC...

i'm not going to reference grammar rules, but i strongly believe that the "whereas" in choice E is fine...however the reason that it is not the answer is because the rest of the sentence kills it as an option....
I could see E being correct if the rest of the choice was changed to
E)only 36 percent of the nation's 607 HMO's last year were profitable, whereas, this year, only 73 percent will be.
but, as you can see, it gets quite cumbersome....and i also do not like "last year were profitable"....i would prefer "were profitable last year" like choice C offers
so C is the "best" answer out of the given choices.... the lesser of two evils if you will....
but to answer your question praet....i don't know what the formal rule is, but a "whereas" would not be completely out of place in that sentence construction...provided you tweak the end of the sentence a bit....
