A - they refers to non profit organization which is wrong

B - they estimate - wrong

E -wrong for the same reason.

Between D and C, I like C.

D seems to be modifier problem.

C ends with will be (looks like ellipsis). Some verbal gurus can explain.

At least three aspects are tested here:

1. pronoun reference ("they" has no clear reference)
2. SVA ("it" has to be there)
3. modifier

My answer is C.
