C for me
A, B and E uses "they" erroneously
D uses of "it" right after parenthetical element is unnecessary

C it is..same reasong as Paul. "it" after the ";" is fine.

Answer is indeed C. No doubt that other choices are incorrect. But when i attempted this question i got it wrong because i could not bring myself to convince that " it estimates that this year 73 percent will be " can be a complete sentence. "Will be" in the end gives a incomplete feeling. Iam sure this is a very good question ( i would rate it's level as 5) since it checks subtelties of english language.
Can anybody explain these kind of constructions in more detail.

This has to do with ellipses.

According to Interstudy, a nonprofit organization that studies health maintenance organizations (HMO's), only 36 percent of the nation's 607 HMO's were profitable last year; it estimates that this year 73 percent will be [profitable]
"profitable" in red is ellipsed as it is clear that we are talking about profitability and it makes for a more "economical" use of words.

Ex: Yesterday, 2 plants were watered; today, 3 will be [watered]

Above is just a simpler construction to illustrate concept of ellipses

I chose E because of the estimate to be idiom but realized after Paul's post that its instead of they is needed.

Agree with Paul.

IMO, we should look for Idioms if we are unable to find any grammatical error in the sentence.
