I would go with B.

since the passage compares the number of babies born to women under different ages.

...became the first state in which more babies were born to women over the age of thirty than born under it.

clearly it does not compare the women over 30 and under

I got A.

It comes down to B and A for me, but B is wrong because if you make the sentence parallel, you get:

According to public health officials, in 1998 Massachusetts became the first state in which more babies were born to women over the age of thirty than [to women] under it.

If you place "born" in the bracket, it doesn't make sense.
