I think that we need a verb, and that it's better to eliminate "its" with a clear construction.
I pick E

karun_aggarwal, would you mind posting next questions this way?

(A) its merits, the proposal to tax

Stem:

Note :Whatever is not to be underlined.

Reason:
may be and if enacted are both future tense, parallel construction.

its modifies proposal
