A. the proposal to tax is best.
B. It is tempting because it has "whatever its merits may be" but "the proposal of taxing" doesnot sound good.
C. as?
D. to tax ?
E. taxing?

OA is A.

I actually originally got E as well but the problem with E is that it takes the focus off the proposal to tax to taxing, so it says taxing will be disastorous.

Also the correct idiom is "proposal to" not "proposal of" as in B.

But "its" in A can also refer (structurally in this sentence) to analysts. Pls clarify

@ rampuria: "its" cannot refer to "analysts" because this noun is plurar: "some analysts"

what enacted? proposal or tax..

B -- wordy and changes the meaning by introducing "may be"

A is the best.
