it refers to what?? you and it??

(B)if one fails to advertise the highest price in a range of prices for a service or product as prominently as the lowest price, it

one and it??

(C)failure to advertise the highest price in a range of prices for a service or product as prominently as the lowest

the highest ...as prominently as the lowest (correct)

(D)failure to advertise as prominently the highest price in a range of prices for a service or product as the lowest

"prominently" should go with "the lowest"

(E)failing to advertise as prominently the highest price in a range of prices for a service or a product as that of the lowest

"prominently" should go with "the lowest"
"that of" refers to what??

Agree with C...

Important thing to remember is that it does not modify an idea, which has been tried in A and B...

That is used to modify an idea, while it is a pronoun...so cannot refer to a clause...

D and E seperate as ... as to make it awkward.... The closest the best !!!

D has "failure to" but has "advertise as prominently..." which is not correct.
