Hi all - I got this question wrong, but the internet is saying that they are interchangeable. Also, I asked around to a few native-speaker friends, and they could not agree on whether one or the other prevails. Thanks

Two things: 1. less and plural nouns do not go together. Less is used only in singulars. So, B and E are out. 2. planning on providing is wrong idiom. Planning to provide is the correct form. So C and D are gone. A dodges these faults and survives.

I think both "plan to" and "plan on" are acceptable but the GMAT prefers verbs in simple tense over gerund when possible.

thanks stoy4o! it is good to know that the GMAT prefers verbs in simple tense over gerund, and I do agree that both are acceptable. MGMAT explanation stated that to plan on is the wrong idiom, and so is saying daagh, but grammar books carry both versions.
