Choice (D)- contains 2 adjacent adjectives for the noun "people" I am not sure if that is correct.
Choice (E) is better than the rest. I will go for (E)

On D, the poster above who talked about double adjectives is correct.
It is totally wrong to use two adjectives next ti each other. Only an adverb can modify an adjective (i.e really good, plainly visible, etc).
I'm a bit skeptical about E... The subject 'people' seems so far away and not to mention its placed after 'of the sleep-deprived...' which makes it sound somewhat awkward.
I think I'll go with C on this one. Both the modifer at the beginning of the sentence and the 'who are sleep-deprived' clearly modify 'people'.

I think D is more economic expression compared with C.
B/W D & E, I think D is better, delivering the original meaning intended in the questioin.

I chose D b/c it's more concise than C, E. Is this right? Can anybody explain this to me, plz?

Late but (D).
"sleep deprived people" constitute about 98% of the zombies in my office. But in our case, we would need a three month hibernation to get any sort of benefit...
