I would go with E.

A is wrong because per capita consumption will reach not will achieve. C is wrong for the same reason. B makes it sound that the NPA is reaching 19 pounds. D makes it sound that the NPA will make the prediction in the 21st century.

A. wordy and incorrect use of "will achieve..."
B. modifier problem
C. alters meaning of original sentence
D. modifier issue

I will go for D.

The use of which in D is wrong.

so E is the correct answer.
