A. C -- use of "which" incorrect
D -- conveys the idea that National Pasta Association will make the prediction in the 21st century.
B -- modifier error -- gives idea that National pasta asso. is reaching 19 pounds

Great explanation PPGJ, I agree with your explanations. For some reason, GMAT seems to dislike the use of ,which, Too bad, since I always use ,which, so maybe I've been using it wrong all these years...

Only D & E are close....D is wrong bcos of the reason mentione above.
A,C - which refers to the noun before it...so wrong here.Also have modifier problem...
B - Modifier problem.
E is the best here.

E it is.
Acc to sc guide Passive voice is not always wrong. Sometimes it is good when the actor is less imp than action itself.
BEEGEEZ2 : that refers to clause because if it refer to conventions then it would be prohibit and not prohibits.
(A) According to the National Pasta Association, per-capita consumption of pasta in the United States, which has already been approaching 19 pounds a year, will achieve 30 pounds a year by the twenty-first century.
It is a rule to remember that ,which always(yes always) refer to the noun preceedin it.
