I chose E because the modifiers were out of place in all of the other answer choices.

In the original sentence, "will achieve 30 pounds a year by the twenty-first century" is a problem, because we don't know what will achieve. From the context, you might have guessed that something will increase.
Afterward B, C, and D have some obvious problems.

E the best, because you subject and verb(s), hence the action also, are clear.

What is the main topic? "consumption"
B,C,D have the incorrect main topic. Eliminate.
In A, we see that ",which" is modifying US. Eliminate.
Leaves us with E.
