This question was one of the questions in the end and I was running short of time, just looking at the length of sentence threw me off completely

Can someone explain why (E) is better than (A)
I retype (A) b/c of some typo in the original question.
According to the National Pasta Association, per-capita consumption of pasta in the United States which has already been approaching 19 pounds a year, will achieve 30 pounds a year by the twenty-first century.
"which" should exactly modify "per-capita consumption"
"present perfect" should be fine since "approaching" is an act from past to present.
Someone please educate me.

I pick E. The trick here is to figure out which phrase modifies which noun.

The phrase "which has already been approaching 19 pounds a year" could modify "United States" as well so it's ambiguous.
Anyone else has an opinion about this?

"which" does not nescesserily modify "US". Look at this example:
The computer on the desk which is an old 486 model is belonged to my uncle.

"which is an old 486 model" could modify "desk" based on the phrase's close proximity to the word. Of course, we know that the phrase is supposed to describe "computer." I find that ETS is quite a stickler for proper modifier placement.
