I am currently an actuary interested in switching careers. How valuable is achieving actuarial designations for the application process?

Specifically, is having an ASA a big plus? Would it be a red flag to not have an ASA?

This is not terribly important or helpful, especially if you are switching careers. Of course it is better to have it but if you will need to spend time to make that happen, you are much better off focusing on your MBA application, GMAT score, essays etc.

I'm also an actuary. If your experience is anything like mine, most people have no idea what you're talking about when you say what you do, let alone care about SOA designations. Based on conversations I've had at info sessions, the same is true of most adcom members. Sadly for the amount of work we put into the exams, pretty much the only people who care about actuarial designations are actuaries.

On the bright side, I know several recovering actuaries who have successfully used an MBA to make a career change. Work on crushing the GMAT and you'll be in good shape.
