A and B have modifer issues

C - looks like run on sentence.
between D and E

D -- distorts the original meaning.

to the increase in hourly wages that were requested last July -->
Looks like "hoursly wages are requested in July" not June or Auguest

E clearly means that increase ..requested in July ..

E for me too. D and E were close.
D distorts the meaning of the sentence using that were requested.

Tough choice b/w D and E. But D distorts meaning by the use of 'that were requested' implying wages were requested and not increase in wages

I think D and E have a misplaced modifier.

"In addition to proposal X, he is...."doesn't seem correct. "In addition to proposal X, Y is being requested" seems OK.

I'll go with C. Since there is no comma there is no run on sentence

I agree with Unplugged.

D & E have the same modifier issue as A & B.

In addition to X should not modify the employees

C is the one left out

Between C/D/E its an increase (in wages) that was requested, not the wages.

just to add: 'employees of the railroad' seems wrong and can 'that' refer to 'increase in hourly wages'?
