IMO.... D
"In addition to" is the correct idiom, not "added to" eliminate A, B and C
D is more concise... "railroad employees" is correct over "employees of the railroad".

Oh... Perhaps "that were" is used incorrectly in choice D. I believe it should be "which were" Though I still believe that "employees of the railroad" is not correct...

Another line of reasoning to consider here is 'WHO' requested increase in hourly wages.
(D) In addition to the increase in hourly wages that were requested last July, the railroad employees are now seeking an expanded program of retirement benefits. (E) In addition to the increase in hourly wages requested last July, the employees of the railroad are now seeking an expanded program of retirement benefits

I think 'The railroad employees'(*Note it is a noun phrase with employee as the main subject) is better than 'the employees of rail road'.

HEllo All,
In the options D and E, the phrase "In addition to.." unnecessarily modifies the employees. AMong the A,B and C, option C looks more convincing than the other two-A,B. THough option C is little awkard in its construction, no other option is conveying the meaning of the sentence bette than the C.

Regards NAresh J In addition to is not modifying the employees.. it is a prepositional clause for the the hourly wages..... D and E both are preferred than A, B and C.... and E wins over D because of the "were requested" in D..... were is for Increase which is singular and it is wrong.....

Originally I went with (D), but haven't taken a closer look at (E), I figured it has to be (E). In (D), the usage of "were" is not grammatically correct - should be "was". In (E), though I agree that "railroad employees" is a lot more concise than "employees of the railroad", there really isn't anything wrong with the construct of (E). It's wordy, but at least it doesn't have subject/verb error, for which will always be wrong on GMAT.

Here the answer must be E A,B and C have a modifier issue, so these choices can be easily eliminated. About D Number of people are fighting on word 'were'. I think 'were' is correct here but the meaning is completely changing. What is requested - The increase in hourly wages What D says - the increase in hourly wages that were requested. Here is seems that wages were requested, which is not the case. Therefore, D is wrong skg wrote: 57. Take a look at option D : "In addition to the increase in hourly wages that were requested"
Here, 'were' is used for 'increase in wages' and not for 'wages'. Since increase is singular, so use of were here is incorrect.

You've done a great job guys! To summarize the issues in each answer... Always try to understand what the very first word or couple of words in the sentence are doing. "Added" is a past participle (V3), which is a descriptive word, like an adjective. So we are opening the sentence with a subject modifier that suggests that the subject of the sentence is the thing that was "added".
