OA is E.
I was torn between D and E, and then chose D.
I think there are 2 different points between D and E.
E) requested last July > D) that were requested last July
D) the railroad employees > E) the employees of the railroad
Each of D and E has superior point and both of the superior points are included in original. How can I pick E) for this case?

I picked up on D & E simply because of the 'In addition to.' When talking about a current request that has relevance to a past request this seems to be the normal phrasing.
Then the only question for me was D or E. 'That were requested' ruled out D for me since it is passive. E just has 'requested' which I don't think is passive (you could insert 'the employees' in front of it and it would work just fine) so it seemed to be the most direct way of writing the sentence.

E for me. D would be appropriate only if they were seeking for more money, on top of what they had requested last July.

How about this
Added to the increase is inappropriate so A, B, C are incorrect
the INCREASE in hourly wages -- singular so D is incorrect as it has WERE Requested
Also voice is active and by using THAT it is made passive
Any opinions on my analysis ?
