whatever comes before the comma must modify "the administrators".

Neither (a) nor (b) could modify the administrators, so those two are out.

(C) should have "worrying" instead of "worry" and the second half isn't parallel - eliminate (c).

(D) is very awkwardly worded, so unless (e) has a grammatical error, we'll get rid of (d).

(E) is gramatically correct and stylistically superior to (d): choose (e).

(A) Added to worries about budget cuts and cost of living increases Other than reasons already stated it makes no freaking sense, how can you add to worries if there is nothing before it
(B) Added to budget cuts and increases in the cost of living - Not parallel and also makes no freaking sense, what the heck is added to referring to budget cuts or cost of living or both
(C) In addition to worry about cuts in the budget and as the cost of living increases - There is no need for an infinitive here and not parallel
(D) Added to their worrying about budget cuts and cost of living increases - Who is their? And not parallel
(E) In addition to worrying about budget cuts and increases in the cost of living - In addition to x and y is correct.

A and B are incorrect becuase the begining phrase incorrectly modifies administrators.

C is not parallel in the list cuts and as the cost.

D. Their is not necessary and is unclear

E. this is parallel, does not incorrectly modify and does not have any other problems - therefore, it is the correct answer.

Of the available options, only Option E keeps the meaning intact and
corrects the grammatical errors that are there in the original sentence.

A. Added to worries about power cuts and cost of research and development increases
B. Added to power cuts and increases in the cost of research and development - incorrect usage
C. In addition to worry about cuts in power and as the cost of research and development increases
D. Added to their worrying about power cuts and cost of research and development increases
E. In addition to worrying about power cuts and increases in the cost of research and development

An intro phrase set off by a comma is your signal to watch out for modification errors. Simply put, that means make sure the sentence is logical. Here, you have a “3-2” pattern in the answer choices, so you can use this to quickly narrow down the possibilities. It’s not thead ministrators that are added to worries, bud- get cuts, or worrying, so (A), (B), and (D) are out. (C) may seem to make sense, but look at it closely: “worry” is wrong, and administrators are worrying about cuts in the budgetand as the cost of living increases.“And”must link similar terms, but it does- n’t in (C).

All the above-mentioned errors make sense with their respective choices, but in option (E) "to worrying" seems to be incorrect. Isn't the usage of "to+verbing" wrong and it should be "to worry".
