Admissions committees understand when people lose their jobs in a bad economy, but applying from a job is always preferable to applying when unemployed, and "courses/things/activities" aren't as strong as continuing professional development. At a minimum, unemployment gives you one more thing you have to explain. There's also the fact that you're leaving a job for an outcome -- acceptance at UCLA or USC -- that may not happen. Seems too risky to me.
