Advice needed

Hi Hjort
I am 27 year old Indian, male, IT Consultant.I have a dream to pursue MBA from good school.I just started working for a small state agency. I have only 9 months of work experience. I have done my MS from a normal school. I have 3.1 CGPA but finished MS in 3 semesters as I had one masters in computer application from India with 3.84 CGPA.I would like to clarify few queries:
1) will the 3.1 CGPA from a normal school be a hurdle for me to get into top good school even though if i score 700 in GMAT?
2)will the work experience from a normal company not create a positive impact on my application i.e., work experience from good companies only create a positive impact during the application process?
3) how many years of work experience is required to apply to B-school?
4) till now of my academics, I haven't participated in any extra-curricular activities. Could you shed some light on some activities that I can participate which can add weightage to my resume?
5) could you suggest some tips that i can follow in order to make myself stand out from the crowd.
I have joined toastmasters in order to improve my communication skills.
