Ans = B

A - "always insecure" is awkward
C - awkward
D - using that instead of it
E - awkward construction

I say B as well.

(A) "did not" and "was always" conflict
(C) their grip on Algeria was not ever secure if they did not hold it
(D) "without that" is non-specific
(E) this sentence is passive
