Yeah, (A) is good.
(B) "of" is needed
(C) ||ism broken
(D) disposal cannot capture anything.
(E) "of" is needed.

It does not have any problem. It is parallel and is logical.

I think "of" is correct.
You dispose of the waste not dispose OFF the waste.
You switch OFF the light.

The OA is 'A'.
But I think 'of' is not mandatory after dispose!
Please check this link for 1 & 2a:

Not sure about how to eliminate B. I typed this sentence "After July, those who dispose or service refrigerators must capture the chlorofluorocarbons in the refrigerant chemicals." and used the grammar check in Microsoft words. The sentence turned out to be alright. Could be an obscure grammatical rule in GMAT.

The particle "of" after dispose/disposing is required. It`s one of those quirky verb collocations. MS word must not have recognized it.

Somehow, I never depend on MS word for my grammar! I have had horrendous experiences!

I only use it for some checks. Personally, I do not know what is wrong with B. It's parallel, and it looks fine. The only problem could be the use of 'those', but again, it seems pretty clear 'those' refers to anybody who repairs the refrigerators.
