A is fine.
B is wrong because you can't dispose a refrigerator - "of" is missing
C is obviously wrong because two different tenses are being mixed.
D is wrong because "the disposal or repair.. " cannot agree with "must capture"
E - "someone" is wrong - it suggests that the rule applies to just one person.

Is "of" after "dispose" necessary?

Go with A, I think "of" is necessary when you use "dispose".

Yes, "of" is necessary - you can't dispose a refrigerator or anything else.
