Without above clause, sentence should be correct. After suffering$2 billion in losses and 25,000 layoffs, the nation�s semiconductor industry.................appears to have made a long-awaited recovery.

So C and D are not correct.

Either A or E seems right. Clearly A is more concise

D After suffering X losses, the industry appears that it has made a recovery. Doesn't seem right, does it?
