Either use 'contemporaries of Tubman' or ' Tubman's contemporaries'.

Also it is correct to say '... maintained that she had ...'

she has should be as per the verb maintained
Hence I go for D
My Logic,
A is not correct.
B is having problem Quote: Has and Maintained donot match C is not correct. Beauseing it is trying to have one verb as Present perfect and another Quote: Has is Past tense E is not correct because it is having Past perfect Quote: Had maintained and has Present Perfect.

as buzzgaurav said we should use either 'contemporaries of Tubman' or ' Tubman's contemporaries'.
also D is || in tense.
