I don't have a definitive answer for you, but i would imagine a 65 percentile rank in the quant section would definitively come up as a concern for an adcom.

Your background in quantitative finance might help offset that, but still, the question would be "if he's so good at quant, why the 65?". If it were in the mid-70s, I would say it doesn't matter, but 65 is quite a bit lower.
