Indeed E looks good to me.But seems like there is nothing wrong with "D".

absolutely agree with OA.
E cannot be the answer. that should modify festivals where as in all choices except D it doesnot modify festivals.

Aha, misplaced modifier. Sometimes the SC are almost like CR, unless you understand the scope, you cannot answer them correctly.
