E doesn't sound like proper English to me, so I would choose from A, B, or C. I'm leaning toward C because it explicitly states the fund as being intended and is succient. What was OA? _________________
The second part of the sentence in 'A' should have started with, 'the intention of which....'.
In 'C' I think the possessive pronoun 'its' should be used to indicate 'Alaska's oil reserves' i.e '.....economy after its oil reserves are exhausted'. So I would go with 'D'
