My guess:
there's no distinction given as to which subject *is actually has the intention.* For example with answer A, is it Alaska that has the intention or is it the fund that has the intention?
E doesn't sound like proper English to me, so I would choose from A, B, or C. I'm leaning toward C because it explicitly states the fund as being intended and is succient. What was OA?

I also prefer C. The reason I eliminated E is b/c of the use of "they".

(C) is correct to me.
(D) it's odd to say "after exhausting its oil reserves" becuse it seems like Alaska is exhausting its oil reserves..(who is doing the verb action"exhausting"?)
(B) the intention of "which" --- which seems to refer a sentence.

The second part of the sentence in 'A' should have started with, 'the intention of which....'.
In 'C' I think the possessive pronoun 'its' should be used to indicate 'Alaska's oil reserves' i.e '.....economy after its oil reserves are exhausted'. So I would go with 'D'
