C changes the meaning . Alaska desposits in the fund becasue Alaska has the intention to sustain the economy not the fund ..
so A sounds good to me .

IMO:
the correct form is intended + infinitive or intention of + gerund
will choose C

"the intention of which" is so weird, I don't think it's idiomatic
(C) fund intended to sustain the state’s economy after oil reserves are exhausted
it's not the fund that is going to sustain the state’s economy after oil reserves are exhausted, the meaning is different
(D) fund intended to sustain the state’s economy after exhausting its oil reserves
it's not the fund that is going to sustain the state’s economy after oil reserves are exhausted, the meaning is different
(E) fund that they intend to sustain the state’s economy after oil reserves are exhausted
the construction is grammatically wrong "the fund that they intend to sustain"

fund intended to sustain, sounds as if the fund is intending rather than the state Alaska.

I ran into problems with this one ; but still i get no explaination of why C (OE) is correct over A.
Please discuss.

I'm usually not very good at explaining things, but I'll try!
In A there are two things that rankle me - first, the use of passive voice - after going through many of the questions and responses here in the forums, looks to me like ETS people have an aversion for passive voice! The second is "with the intention" is followed better by "of" than "to". This problem is avoided in C, where I don't see any other points of contention, but as people have noted, a comma in C, after "fund" would make it better, I guess.
The other options don't need the scrutiny, I think.
