D changes the meaning

after exhausting its oil reserves

the intention is not to sustain economy after exhausting reserves but

the intention is to sustain economy after reserves are exhausted

C it is

More over its in D is ambiguous

its can refer to Alaska or economy

Straight (C)

(A) fund, with the intention to sustain the stateтАЩs economy after the exhaustion of its oil reserves
--- worng: 'the exhaustion of its oil reserves' is awkward; in addition, I don't think that using ', with...' is correct...
(B) fund, the intention of which is to sustain the stateтАЩs economy after they have exhausted their oil reserves
--- worng: pronoun 'they' is wrongly referring to the subject 'Alaska' (singular)
(C) fund intended to sustain the stateтАЩs economy after oil reserves are exhausted
--- correct
(D) fund intended to sustain the stateтАЩs economy after exhausting its oil reserves
---- wrong: changes the meaning; 'after exhausting its oil reserves' sounds like if the 'fund' were exhausting the oil reserves!
(E) fund that they intend to sustain the stateтАЩs economy after oil reserves are exhausted
---- wrong: again, same problem with the pronoun 'they', the subject is 'Alaska' (singular)

In addition to Aim Higher's comments - exhausting points to funds - creating a false impression that the funds would exhaust the oil reserves.
